PF: Raise his minRaise as he might do that with wide range of hands and small PPs. Folds to c-bet often to make my 3-bet +EV I feel.

Flop: I raise his small donk as it looks weak and he might wanna see his FD cheap.

As played, I called his ultra small River bet because he might be bluffing with a missed draw as well as any smaller PPs.

      Hello cheekopeh,

You most likely ain't gonna have fold equity on the flop and nor you ain't raising for value, isn't it? :) Therefore rather just call the small donk-bet and reevaluate the turn instead of raising.

      Best Regards.
