Hero checks, UTG bets $0.20, CO calls $0.20, Hero raises to $1.00, fold, fold

Now that i analyze the hand the raise seems way too big (0.6ish seems a better raise). How is it best to extract value in these kinds of situations? I thought about c/r flop, but since it's a draw heavy board against 2 villains when im oop i figured it isnt such a good plan and it's best to probably keep it multiway.
