      After he checks the turn can we bet river for value? His raise, followed by check behind on turn was a surprise.

      i would check river in this spot. don't see villain raising flop with a very wide range considering his low AF, and there are not many worse hands that will end up calling our bet.

      also, it is possible villain even checks back sets on turn since you could hypothetically have a fd and the player looks somewhat fishy

      You ain't able to value-bet the river, just not many worse hands pay you. Though I'd rather ask if it's a good idea to Call flop being OOP? He seems also to be passive, so what are you hoping to see there?
