      Make a note that the min-raiser is a fish and he limps AQ :)

      On flop I'd 3-bet it. With his min-raise he gets great odds to draw e.g flush or straight. And you are way ahead of his min-bet range there with top 2 pairs.

      I don't like just calling the flop after two people have shown interest.

      I would like to 3-bet and get as much money as possible in here to get value from Qx and draws.

      If you don't raise the flop you should always raise that turn especially after such a bet. Imagine what odds you are giving them to chase their draws. And imagine how much value you are losing from Qx hands and worse 2p.

      Playing hands this passively will cost you a lot of money because you always pay off the fish but you don't make them pay you enough.

      You want to protect your hand, therefore 3bet the flop and get it in. Not that many hands have you beat whilst his min-raising range could have a lot of draws and weaker hands as TP and maybe even Jx.
