      On river I wouldn't raise it. Looks more like slowplayed 7x or even 56 that tries to get as much value as possible. Of course, 44 and JJ are in his range as he's not 3-betting and he is very passive.

      Calling is the safest option.

      Considering the fact that he is short and seem to be a bit fishy I'd prefer a bigger raise preflop (.3 or so)

      As played we get cbet the flop bigger to get max value from all pairs. Most of the time the unpaired hands just fold (from someone like him).

      By betting the flop bigger we can easily shove the turn (before he gets scared away with certain hands).

      AS played we can't fold the river.
