Hand converted with online hand converter:

      $0.1/$0.25 No-Limit Hold'em (6 handed)

      Known players:
      MP2 (Hero):

      Preflop: Hero is MP2 with 9, 9.
Hero raises to $0.75, MP3 folds, CO calls $0.75, 2 folds, BB calls $0.50.

      Flop: ($2.35) 9, J, 4 (3 players)
BB checks, Hero bets $1.40, CO raises to $3.00, BB folds, Hero raises to $7.00, CO folds, Hero gets uncalled bet back.

      Final Pot: $5.35.
size on the flop is 59 % of the pot and its not enough, and after he raised,my 3 bet was small, but I wanted him to go all in so I bet like that,
were my bet and 3 bet size good?

I'd bet $2 on the flop. I think he calls with the same frequency to when we bet $1.35 and we get 1) extra bbs = better overall winrate and 2) higher pot on the turn and river to extract more money.

I think your 3bet size is good and I am surprised that he folded. Calling would be bad because spades can come and he can get scared with his Jx hands that wouldn't want to fold the flop.

Also when we raise we allow q10, q9, qj, k10, kq. flush draws and other stuff to go all in as a semi bluff, on the turn if they have initiative they may decide to check back as they only have 1 card left to hit.
