      I think turn can also be a value raise. Now river I think it should be a shove against him. Never folds Tx or better and 9x, 88 are not in a hurry to fold. TT 3bets prelfop sometimes and most sets check/raise flop. He has very few hands that can beat you and he calls almost 100% of made hands that you beat. Only thing he folds on river that you beat will be busted draws imo.
