      Let's do an exercise together:

      What range does villain get with to the river?

      Considering the limited information we have I'd say his widest range for reaching river would be something like: 88, TT, JJ, 98s, T8s, A9s (some 9Ks, Q9s)some 99/77/33, 78s.

      And a more narrow range would be 33/77/99, 88, TT, JJ some A9s however he is short, min raised and called a 3bet OOP so he is most likely a fish and closer to the first range.

      So what do you think, how many worse hands does he have and how many can call bet? Consider we have only 1/2 pot bet left so any bet we make would have to be a shove.

      So out of that entire thing you look only at the OOP part? :)

      I just typed it wrong. IP makes his range wider. So the exercise still stands.
