      Hi Cmas,
      Floats are only really efficient against players who are capable of folding and have a range you can easily define (to be sure a bluff will be profitable). This player has 23/12 stats preflop, which is rather loose, and thus you can't exclude top pair etc. from his hand range on this flop (whereas a TAG, for example, would be unlikely to have a Ten here).
      Because of this, and his 32WTSD, a float is -EV here, so I would simply fold the flop
