SB posts SB $0.05, BB posts BB $0.10

Pre Flop: (pot: $0.15) Hero has J:diamond: T:diamond:

Hero raises to $0.30, fold, fold, fold, fold, BB calls $0.20

      Turn: ($1.61, 2 players) 3:club:
      BB checks, Hero checks

      River: ($1.61, 2 players) 8:spade:
BB bets $1.09, Hero calls $1.09

BB shows 8:heart: A:club: (Three of a Kind, Eights) (Pre 52%, Flop 20%, Turn 30%)
Hero mucks J:diamond: T:diamond: (Two Pair, Tens and Eights) (Pre 48%, Flop 80%, Turn 70%)
      BB wins $3.54

Villain is 43/2 over ~60 hands. Obvious fish.

I decided to raise JTs from UTG because the table was rather tight, with the exception of the big blind. Should I have folded because villain is so short?

Standard value bet on the flop, but should I have shoved the turn? Or as played, should I have folded the river? I wasn't entirely sure what to do here, mostly because of his stack size.

I think it's fine, we still beat QX and JX, maybe he turns 9X into a bluff, or even 77.
