The villain is a very bad player with stats 71/24/0 in 90 hands.

On Game No-Limit Hold'em, $0.04 BB (6 handed) - On Game Converter Tool from http://www.flopturnriver.com

      Hero (CO) ($4.37)
      Button ($4)
      SB ($6.89)
      BB ($5.83)
      UTG ($3.34)
      MP ($4.64)

Preflop: Hero is CO with 10, A
      2 folds, Hero bets $0.12, 1 fold, SB calls $0.10, 1 fold

      Flop: ($0.28) 10, J, 5 (2 players)
SB checks, Hero bets $0.20, SB calls $0.20

      Turn: ($0.68) 9 (2 players)
SB checks, Hero bets $0.36, SB calls $0.36

      River: ($1.40) 3 (2 players)
      SB checks, Hero checks

      Total pot: $1.40

Is my turn bet ok or I should check and bet the river instead? Also, is the turn bet too small? Can i ever valuebet the river against this player?

Preflop there's nothing much to comment on.

Cbetting the flop is good and your sizing is fine.

The turn is not really the best card but I think we can bet here as well.
We can take value from worse hands (like draws and worse made hands) and also by betting we don't get to call a river bet and could take a free showdown.
I'd make it around $0.45 here.
