      he is obviously bluffing alot but his aggression is low and his lowish raise looks bit bs for this board and could only have a set or maybe 87, so i can either raise representing a set or call representing an over what he might be inclined to barrel especially on the appropriate turn, or just give it up because he folds half the time anyway.

      If he is putting in half your stacks, then I don´t think he is bluffing. Problem 3-bet bluffing that board is that he would most likely call pre-flop 55,66,99 and would play these the same way, also since you raised UTG I don´t think players are really bluffing often enough that you should 3-bet bluff them back
