Havent had this happening to me before so as you will see I folded.

I think his play is the play of a weak player who is holding a midpocket pair, maybe eights, or nines assuming that he would raises his QQ+ for value Oop.

Player at the SB is playing 23/20 and over 100 hands sample has a 3bet of 20%. 25% coming from the Btn, 6% from the SB and 32 from the BB. Sample is not that big but is that enough for a call?

Can someone give me a hint here?

      I'd squeeze bigger here - around $0.75.
When SB shoves I think we can discount QQ+, AK from his range and I think that his range is most often PPs and probably some broadways like AQ/AJ.
We need around 44-45% to call here. If we give him TT-77,AQs-AJs,AQo we around 48%, if we exclude AJ we are going down to AJ.
So overall, I think stacking off is about BE (without the rake) so I'd just go for a fold here, since he might end up having QQ+, AK as well from times to times.
