      Preflop: You are playing vs a short stack here so we either shove or fold.

      What range do you think he stacks off versus you and how much FE do you need?

      If I shove, and he calls with THIS range or folds, I need 31% FE.

      I dont know, whether this 3b to 0.4 instead of 0.45 or 0.5 means a weaker hand, or a stronger one wanting me to push.
      We either have 100% or 0%, and it depends on this :) But he doesnt even have a full stack, so I dont think he is a professional SS, so probably he wont fold.

      You are giving him a pretty big range there.

      What % of hands is that? Can we expect him to 3-bet that large of a %? And if we expect him to fold imagine that you also need to add his bluffs to that % which would make his overall 3-bet rather huge.
