      Cutoff open with 98o is kind of loose but i like it when you have such fishes in the blinds.

      As played I am just folding the flop. at the very least he has one diamond in his hand which has 33% equity vs you (and if it's a high diamond he has 3 more outs to the overcard). This is like the best case scenario for you, being up against such a hand.

      Worse case scenario is that you are against some sort of straight or flush or set. You are crushed really hard by those hands so I would just bet/fold.

      General rule of thumb: Have a very strong continuation vs flop raises on monotone boards - People aren't raising them too light IMO and you should also be very conservative when it comes to cbetting such flops.
