      Preflop: if we 3bet preflop against 68/6 wts 39, we will not make him fold to our cbet very often on the flop, maybe to call preflop ?

      PReflop: The first question we have to ask ourselves is if we are 3-betting for value or as a bluff.

      Form your statement below it looks like you are doing as a bluff. But if we assume villain is really tight (when raising) then his UTG range is tighter.

      As played, because we can't expect a fish to fold a better hand on the flop and not a lot worse calls the cbet (plus he is IP) it is not the greatest (although we have a backdoor flush and 2 overs).

      Considering he minraised preflop I would 3-bet here as well, but I would consider it being for value (worse will call preflop) and I would plan to fold to a 4-bet.
