      Preflop is fine.

      Why we don't make a cbet here on the flop?
      Villain doesn't fold a lot to cbet so I expect him to call here every pair plus A high or so.

      As played on the flop, I'd call down too.
      We underrepresented our hand so he might be inclined to value bet something like 99 or just random bluff here.

      Because of bet vs missed cbet. Yeah he took the nuts or nothing line but he is not having nuts that often.

      Well I think we lose quite a lot of value here when checking KK on the flop.

      I'd rather take this line with some A high or a hand like 44, that could hardly get called by worse but has decent SD value.

      Sure kk could get called by many worse but what is better than he betting his whole range on the turn , and possibly on the river ?

      If all that bluffing is insignificant to us then we really expect to make good 3 street value from a wide range of hands, which hands are these, and if they have 3 street value why taking the passive line and raising the river as an extra is not the more +ev line ?

      Well first of all, his OOP bet vs missed cb is 54% so we can't expect him to bet all the time, right?

      Also, I do think that we can take three streets of value against hands like TT-99 with the proper sizings here.
      I think raising the river isn't a good option since I doubt that a worse hand would call here. Both lines - bet/bet/bet and check/call/raise are quite different and the last one shows quite a lot of strength.
