      BU stats 11/10 AF:3,3 WTSD:10 W$SD:67 fold to 3bet:90 fold fold to f cbet:25 fold to t cbet:100(2/2) after 404 hands.

I think he's range, when he calls the flop is JJ,QQ, AKs, maybe TT, because I was 3betting him from blinds quite a lot. He has very low WTSD, so I think he can fold TT,JJ maybe even QQ on the turn and if he calls I still have equity. I think I could shove river on some cards if I miss.

Hand converted with online hand converter:

Preflop: Hero is SB with Q, T.
3 folds, BU raises to $0.30, Hero raises to $1.00, BB folds, BU calls $0.70.

      Flop: ($2.1) 2, 4, 4 (2 players)
Hero bets $1.30, BU calls $1.30.

      Turn: ($4.7) 6 (2 players)

Preflop I think 3betting is fine against this guy who folds a ton.

If you think that he's capable of folding PPs on this board then I don't mind betting here on two streets but my plan would probably be to bet the river as well if he calls in order to put maximum pressure on his range since we can represent a good hand here.
