      The board is ugly but this opponent is very prone to bluffing, to the point where he is a lot more often bluffing than having anything. Is it okay to play it like this? His bets are all so small as well so he doesn't really give me any reason to fold.

      Well, if he has super wide ranges both preflop and postflop, then I suppose it's fine to call down. And I think aggro fishes are definitely capable of making some silly small bluffs so we get super great odds to hero call down.
