      He's short stack and limp pre flop so I assume he's a fish. He could be check raising the flop with hands like top pair 2 pair set straight draws or over cards. Against that range I I think I would make a small raise to get value.

      If you opt to call I'm guessing you believe he has many over cards and pairs in his range which beat yours. Though turn isn't a good card for your hand it does not hit his range hard and I think you have a call and would be ahead more than 30% of the time.
