      I felt he could obviously have 99, TT but also overplay AK, AQ, FD etc and I may even have some fold equity against QQ or is this too much of a crossover between bluffing and getting value from weaker hands

      Since this is a 3-bet pot and he may be slightly tilted villain will rarely fold a pair. I doubt he would just call QQ and then raise/fold there. At the same time I don't think he is folding anything that he raises for value like 99/TT or semibluffs with overs.

      So bet/3-bet is fine imo. Bet/call and call any turn is fine if we expect him to bluff often and then continue bluffing but that's not the case here (not enough info).
