      for 100bbs, I typically make it 2.5X OOP if I had min-raised and opponent 3X me. So at my own limits I would just make it 7.50 (15BB). Maybe you can make it 8 since you are 10bb deeper but doesn't matter too much. 9BB is super huge and makes 4bet bluffing very unprofitable for you. You need him to fold like 62-65% of the time if im not wrong.

      I would typically cbet the flop, BUT
      1) Your 4bet size is so large -> His range is so pocket pair heavy
      2) He is hardly folding this Flop
      3) I would only cbet with a single diamond and I will push most Turns which completes the flush and gives me a one card flush draw. That allows me to put max pressure on his JJ/TT/QQ type of hands. Would he fold? I don't know. But at least I can balance my value range with some semi bluffs.
