villain is 16/11 over 37 hands and probably is a reg.

when i open in SB my range is generally gunna be pretty wide and he will know this. 44 sort of sucks so should i just be folding pre and open only 66+?

i'm not sure because of flops like this. if villain is a reg, he knows my range is wide and he also knows i probably cbet AT LEAST 60% of the time as a standard, so he expects me to cbet everything on this flop. so he will probably float. on top of that, his range will contain many draws, Kx and Ax hands here that won't fold to a flop cbet. and finally, barreling sucks on such a board. so is folding preflop better or will it still be profitable to play 1-and-done with 44 here.

I'm definitely not folding 44 here. It's an easy raise.

I think that without too much information this is a cbet on the flop here.
People are often scared from AKx boards so I don't think you will get floated here quite a lot.
