      Flop his mini bet is like a check so ill raise for value.

      Turn he's doing it again I'll take it as a check and call it down.

      He could do it with a hand like A of course but sometimes also draws like 89 9T or pair like 79 68

      Against such a wide range I think it's fine to continue with 2nd pair

      I agree with cutegoldfish, flop bet is an easy raise against a bunch of draws. Turn raise is to thin as FD's got there but with those odds you get I wouldnt find a fold there.
      On the river I'd fold to a decent bet and call again if the bet is so small, and then make a note with what hand does villain play like that.
