      He could raise there with a T But maybe he also has flush draws and some over cards so ill call the flop.

      On the turn ill bet out for value and if raised ill fold, such a low aggression guy isn't gonna bluff raise a bet on the turn.

      I think such a passive player might not even semi-bluff raise on flop w a draw, so calling the flop-raise is already rather marginal. I can see him having Tx most of the time.
