I didn't want to cbet because he is IP, and i expect him always to float on this board, so I would have to ch fold on turn if scare card doesn't come.
So I planned to bluff catch on flop.
Is turn and river bet ok, once when he is passive?

You should bet on the flop and if he calls QJ Q9 A5 A6 A6 one over card or 2 over card type hands you get value. If he has a hand you still can make your hand 30% of the time by the river.

Check the turn since nothing much changed except for connected some low end cards and you can bluffcatch the river against bluffs that missed their over cards. But since he's passive he would usually check back if he didn't hit.
