No they're not random.
Noon - 2 PM CET early morning Happy Hour, every game type earns double points.
4 - 4.30 PM CET rush happy hour, only rush poker earns double points
7 - 9 PM CET ring game happy hour, all ring games earn double points, including rush
11 pm - 1 AM CET not sure to what games this one applies to.
These are the ones i know and during which i have played.
How to earn 4x FTPS? No exactly sure but maybe its during the mentioned happy hour times, so if you play between noon and 2 PM you earn 4x.
