Usually when people bet so small they have good hand. I call because I have outs, and he might have fd so I am ahead. Is river bet size ok? I was thinking to shove, because he would bluff bet on river with missed fd, so I put him on Qx once he checks but not KQ. My shove would look like busted draw, but I am not sure if he is hand reading.

I like the line you took in general but really dislike your hand since it has no outs or potential to improve/no clean outs. As played, I like shoving my whole river range. If you double float a hand like 99 you can turn it into a bluff on this river since he would sometimes bluff, sometimes vbet better but definitely check TT, JJ, Qx and would have a hard time calling. AK in your range here for that play should help.
