      190 hands, 28/23, 3bet 9, 4bet 0/12.

Is it ok to call his 4bet IP, because if I go all in, I would not be that great since he 4bets 0/12? Also would it be ok to call IP with QQ+ against somebody who 4bets wide, and plays spewy? I notice that most of people play spewy in 3bet pots and extremly spewy in 4bet pots. For example, this guy would just fold to push and this way I won his stack.

Don't think too much about his 4bet. I think you have a very easy all-in vs someone who seems aggro enough, and this is blind vs blind too.

Question is whether you should make it 35BB or just shove. I think both are fine, though given your stack depth I think min5betting seems more favourable. You can even establish a bluffing range here.
