      This is a check in my opinion. Without the Ace or King of spade, I see not much point in betting Flop because I don't expect to have too much immediate fold equity on the Flop, unless of course you think CO has a really wide range.

      If he has a really wide range and isn't too aggressive, then checking would make more sense to induce bluffs from unpaired hands. Maybe you can c/c once or twice to bluff catch vs this guy.

      About Check/raising the Flop
      What does this play serve to achieve? Are you trying to get calls from worse hands? Are you trying to fold out better?

      At least if you bet Flop, sometimes you do get called by worse Ace highs and draws. I think check/raising just isolates you vs the top of his range.

      -C/F Vs tight ranges cos they are pocketpair heavy
      -C/C vs wide ranges from a not too aggro player cos you beat unpaired hands which may stab at the Flop very often and he will often now 3barrel you
      -Bet Flop if you have a spade, so you can run multi-barrel bluffs on many more cards like turned spades to rep big overpairs.
