I think he's 3betting about 20% verse my sb open here, maybe more.
      Folding to 4bet BB v SB 64% 9/14

Ok to call this OOP? or better to 4bet/fold?

Preflop: KTs is defintely a flat vs a 20% range. I'm not sure how you came to that conclusion though. What stat are you looking at? Most relevant stat is 3bet vs SB open.

Flop: I think we should c/r this hand as we just have good equity and playability isn't good OOP with quite a few coordinating cards which are "bad"

If our opponent is recklessly cbetting this board then we should c/r bluff him a ton and also c/r this pair+FD.

River: As played, I would check/raise by default to let him rep the King. I guess the best thing happened to you - You managed to induce a spew.

Betting small serves 2 purposes - Induce bluffs and prevent him from checking back River with TX.

Checking is better to let him bluff and is probably better against someone more cautious but against someone bluffier (and more conservative with flop cbets), I can put him on more medium strength hands like TX which will call the River so checking loses value vs those hands.
