      It is quite close imo. Can you exclude sets and flushes on the flop and turn because he would c/r them? If so, I think it's a value shove because his range contains more hands like 99, Tx, with a flushdraw, sometimes overs that hit a weaker Qx and almost no better hand since the bulk of them would have raised earlier. He also looks quite cally so that makes me more inclined to make the vbet.
