this was pretty much an empty table, BU was very fishy, I thought I could cheaply draw here, then after the flop I don't know, thought I was in front, he was betting frequently post, so I just let him bet, but then the river raise scared me. should I just bet flop?

On an empty table QJ is strong and can be raised for value pre flop.

Multi way on the flop with a strong hand you can bet for value.

On the turn you can bet as well against pair and flush draws straight draws. 4 is seldom in their range.

I don't like the small river bet because the small nature of it induces a raise. However I don't think with such a raise sie he's bluffing there so you can fold your top pair. He probably has the 4 or some 2p or full house
