Villain is 24/14 over 20hands 2/6 utg, he does not have a full stack so I think it`s safe to assume he is not a regular

So what do we do here? Can we call to keep his range wide or do we shove considering he is a fish ? Thanks.

I've almost never seen a fish 4bet and fold to a non-shove 5bet. They 4bet pretty hands that want to see a flop so you can just 5bet to about 7.50 and expect to see a flop or get money in preflop. By not shoving you make him have a tougher decision. There will be only one correct play out of 3 options. If you shove, he has only 2 options and one is correct. He will get it right more often with fewer choices imo. That's in general ofc... If you have a read that shoving looks weak to me, just ship it in. :D
