      villain is 21/16 3b: 6,6 AF: 2,38 wtsd: 23, flop raise is 13% (4/32)

so i think he pretty much has sets always otf?

could i jam the turn here to fold out his sets/ he'll be getting a pretty bad odds to draw to his FH

What is his fold against cbet and raise against cbet? This might still be a call on the flop given positions and if we see he is wider than average. Turn is definitely a fold, all his bluffs got there now plus we have our straights to call with quite often.
