      Yeah, I think your hand is a call. He made 2pair with A8 sometimes in that spot but more often it's a hand like JT, T9, 89 trying to get a cheap showdown from my experience. If not for the reasonable amount of better hands he has in his range, I would consider value raising actually. We are very likely to have the best hand but we don't get called by worse.
