This is a pretty bad spot

Is this spot good or bad for calling?
-We have Top Two pairs: Good
-Board has 2 flush draws: Good
      -He is short stacked: Good
-He has a very high VPIP of 50, allowing him to have way more 3X hands than most other people: Bad
-He seems passive and is much likelier to take this line with 3X only: Bad

Flop: Bet larger, at least 50 cents
Turn: Bet 1.20 at least, you are losing so much value from the fish

I think this spot sucks for us but I'll reluctantly stack off. With anything less than AJ this is a snap fold. Sometimes we are up against AJ, occasionally we are up against a combo draw or overplayed AX hand.
