      Probably not betting with worse. Fishy stats and rather passive guy and the obvious draw got there. He doesn't have a bluff-range here, so folding is fine.

      E: ofc the sample is small, but if he has already played that many hands, he is way too loose.

      To be fair we cant be based on stats in this spot. VPIP of 44 in 9 samples is 4 hands played :)

      Preflop: looks fine

      Postflop: Why are we betting so small on both streets? At least the flop should be larger. We aren't even betting 2/3 pot.

      As played I think we can at least call the river. It's possible that he block bets 1p hands or even worse 2p.
