      You should understand how his ranges change from Preflop to Flop to Turn. So when you double barrel this complete blank Turn, you should be expecting this guy to call Flop with a ton of Ace highs (and have many of those hands preflop in Blind vs Blind), AND fold them on the Turn.

      If not, your double barrel here is spewy and doesn't achieve much. Furthermore when I look at his stats, 64% fold to Flop cbet, and 0 out of 2 times fold to Turn cbet.

      What this basically means is that he is a complete nit when it comes to calling Flop cbets. His Flop calling range is super strong compared to the average player and thus firing a 2nd barrel bluff is just burning money as he is virtually never folding, especially on a pure blank Turn card.
