      Such small raises are usally stronger than shove, I do not think he is doing that with two pair, or some kind of draw, so maybe just call, and push river if I improve, and ch/f if not?

      I don't think you can read that much into whether he has the nuts or not. What I mean is, yes, he looks like he has a stronghand but what type of strong hand? Does he view AQ as the nuts here? Maybe Ax of spades? I don't think you should do anything else but shove here. You get value from 2pair, you have equity against a straight. You are also in BU vs BB where you get less credit for a hand so him bluffing remains a possibility imo.
