      Hey,

      I would usually consider raising flop since people don't give much credit on dry boards, sometimes righfully so.

      If you just call though it's also perfectly fine. River raise seems big to me. His bet is quite small which to me means usually weak-ish hands, trying to get thin value, a hand like ATs so I would go with a small raise to around 19, just to get lighter calls since we rep very narrow we might not get that much credit. When you make it this big I think you get him to fold quite often.
