      flop: usually I fold here. Definitely bad board raise.
      turn: he could have anything. 5x,9x,8x, 2 pair, straight, pair + fd, pair + sd,sd, even with his low pfr he could have higher pp.
      river: I shoved for thin value. This is my one of the biggest leaks

      Preflop raising is good and I like your sizing.

      Just check/fold the flop. I wouldn't really change my initial plan just according to his sizing.
      From my personal experience, we can hardly make him fold anything here, and by raising we just invest more money and we are more inclined to continue bluffing turn/river which is bad.

      As I pointed out, bluffing the flop only makes our desire bigger to bluff the turn.
      This card is one of the worst here to bluff since it connects with the board quite well.

      On the river it's interesting. If you don't think he folds 9x I'd shove as well, but without information I would just check/fold.
