      History: ~10 hands before I x/c river, when flush draw completes, with tp after betting on the flop and on the turn and he had air.

      Flop value bet is good.

      On the turn I'd probably bet larger on this texture and play bet/fold.

      Standard line for the river is to bet about $2.40 and fold to raise. Given the notes you have the best option is probably to check/call and hope villain bluffs again. Usually better to assume that villain is not going to use the hand 10 hands ago to influence his decision at these stakes - if he bluffed in this spot before, assume he will bluff again. EV of check/calling should go up.
