43/26/11.8 looks pretty passive with a 36% WTS

i thought his bets were like a blockbet maybe someting like Tx JJ QQ maybe bluffs or weak Kx of which most were better than me so i thought i could pull a bluff, perhaps my sizing is too small?

All earlier streets seem fine to me.

River is close between a bluff raise and a fold. He's obviously never folding KX here. Question is how often he has a hand worse than KX, and how often he's folding.

About bet size: This is way too large - You are giving yourself really poor odds on your bluff. I think making it 10 should suffice if you want to raise.

If he had a lower WTSD I would be more inclined to bluff. Having a higher aggression in general also makes this bluff better (he would have more air and more weaker made hands).

A passive player would be much less likely to bet the Flop or Turn with 2nd pair, he would probably c/c instead.

I would rather raise turn. By calling turn and raising river we are not repping anything at all but missed FD.
So I would raise turn and probably bet non club rivers
