      Preflop is fine.

      In general pot-controlling vs 4 opponents is not going to be a good strategy. You give too many free-cards. However, that doesn't mean checking is bad if you want to treat your hand like a nut straight draw. Your hand is less likely to be good vs 3 players on this texture anyway. So it'll be awkward if you bet and get raised.

      On the river there should be enough busted 9x/Kx in villain's range to make the call. The only awkward thing is his sizing which suggests value. I'd probably call, but I wouldn't say it's a clear call or anything.
