Flop - he's calling wide on the mp and likes to make raises on cb post flop and this board is dry so I'm inclined to believe his range is bluff heavy. By raising we isolate against his over pairs and full houses so I prefer calling his raise with the plan of check calling turn and rivers as bluff catch.

but he's very passive postflop, he would often check behind the turn ?(

      hi.

he certainly looks bluff heavy here. I doubt he ever raises 99 here, his 3b is high enough for me to assume he rarely slowplays QQ+ here, and I don't see him having many 2X here besides A2s.

Add the fact that he has a high Flop raise vs Cbet, and high T+R barrel stats, and I think he will bluff often so I think cutegoldfish's suggestion is good.
