villain is 91/3 fish with 36% wtsd.

Can he have some 2 pair hands here and go for pot control? Or deduce that he has an FD and just block betting all the way? So I should raise turn and river?

      Hey,

I think you can raise the turn here having the same idea as on the flop: usually some block bet, maybe some sort of pair + draw like Jx with a heart, midpair with a heart, etc. As played on turn, just calling river is best imo.
