Pre Flop: (pot: 1.5 BB) Hero has A:club: 3:diamond:

CO raises to 3 BB, Hero calls 3 BB, fold, fold

      Flop: (7.5 BB, 2 players) Q:heart: 9:diamond: A:diamond:
CO checks, Hero bets 2 BB, CO calls 2 BB

      Turn: (11.5 BB, 2 players) Q:spade:
      CO checks, Hero checks

      River: (11.5 BB, 2 players) 3:club:
CO bets 8.62 BB, Hero calls 8.62 BB

CO shows Q:club: K:club: (Three of a Kind, Queens) (Pre 45%, Flop 18%, Turn 95%)
Hero mucks A:club: 3:diamond: (Two Pair, Aces and Queens) (Pre 55%, Flop 82%, Turn 5%)
      CO wins 27.32 BB

What is the best way to exploit him? He folds 83% to cbet flop, cbets only 33%, fold to 3bet 71%.

It looks it is hard not to exploit him, because he is so super tight. Is it ok to call him with any garbage and take down the pot? Or is better to 3bet him and take down the pot with cbetting?

This hand I should fold river, right?

If he folds to cbets you have to create the situation to cbet imo. That means 3bet pre depending on his play vs 3bets (calls or 4bets when he doesn't fold?). In this case I think your hand is way too weak to call so I would definitely 3bet or fold. Apart from that, I dislike your very small flop bet IP, I think you should bet a normal amount for value. Your opponent will bet almost all his better Ax therefore you can bet bigger if you want to include this hand in your betting range.

As played from there, I think river is a fold indeed. You play 9 kicker so that's not good. When someone check/calls OOP they usually have hands like second pair or TP with weak kicker, both of which beat you by the river.
