Is it spewy to shove JJ vs someone who folds 80% to 3bet? I think JJ is similar as AA as overpair in 3bet pot because people stack QQ preflop, so it is fine to 3bet vs someone who calls 3bet especially IP, but I am not sure vs someone who folds 80%. He 4bets from button 3/9 and CO 2/12 so I am not sure if it is enough to say that he bluffs 4bet from time to time? Steals 50% from bu.

So is it ok vs someone who doesnt 4bet bluff too much (or stacks light), and rarely calls 3bet to just 3bet him with garbage, and to call him with QQ, JJ, AK, and 3bet/broke with KK+ (since he stacks AK, QQ).

Looks really standard to me. You can continue 3betting your main value 3% range of JJ+/AK, and just add a lot more bluffs in your range. Maybe you can use a 3:1 ratio of bluffs:value, so try to form 9% of bluffs.

It's not as though this guy will never readjust vs you, you should not be thinking of using a pure strategy, but rather against NL50 players who are probably decent, you should definitely have some sort of mix between bluffs and value hands. Even if this guy folds 80% to 3bets, if you 3bet him enough he's surely going to readjust to some extent.
