      Flop check is fine.

      I agree with your comments about the flop - semi-bluffing might be a decent option here. Although, you mention you suspect these players are fish, so the EV of a semi-bluff might go down here.

      After you check, you could even consider a check/call. You don't have direct odds with your draw, but if you felt you could make an additional $0.50 or so on the river you would have the implied odds. Folding is fine though.
